The purpose of the Bangor Police department is to provide an enhanced level of community safety, protect the Constitutional rights guaranteed to all people, and improve the quality of life of each citizen. Established in 1889 with a force of 13, the Department is now the third largest in the state with a sworn complement of 76 and a civilian staff of 22.  Our commitment to community policing, training, ethics, and integrity has earned the respect of others in the profession. The men and women of the Bangor Police Department are committed to providing our community with the best in public safety.  It is no coincidence that Bangor boasts one of the lowest violent crime rates for metropolitan areas of 100,000 population or less. Our innovative approaches, team spirit, and community support have helped Bangor become a desirable place to live, work, and visit.

Patrol Division

                                                                 

The Patrol Division consists of 57 sworn officers and is the backbone of the department.  It provides protection for the people and property of the City 24 hours a day, 7 days a week, 365 days a year and is the first line of protection for the City’s 32,000+ residents, a population that increases to over 80,000 during weekday work hours. The Patrol Division answers over 20,000 calls for service each year.

The Division is made up of 3 crews: Day Crew (0600-1600), PM Crew (1545-0145), and AM Crew (2015-0615). The two night crews overlap, which increases the number of officers available during peak hours. One Lieutenant is assigned to each crew and serves as its chief administrative officer. Two Sergeants serve as the first line supervisors of each crew.

The Patrol Division responds to all types of emergencies, from car accidents to homicides.  Patrol Officers receive regular training in order to handle the varied tasks that they encounter, including yearly mandatory 40-hour in-service training conducted at the Bangor Police Department.

The Patrol Division also has a seasonal Motorcycle Patrol and a Bike Unit.  Our Accident Reconstruction Unit is used frequently when the necessity arises.  A K-9 Unit, consisting of two K-9 handlers and their dogs, has proven to be an effective part of the Division. The K-9’s are assigned to work the evening shift in order to provide assistance during peak hours.

A Special Enforcement Team has been established to focus on defined problems, especially those impacting on the quality of life in our neighborhoods. This team exemplifies our commitment, not only to respond to problems, but to address their root causes.

Criminal Investigations Division (Detectives)

The Criminal Investigation Division (CID) investigates serious criminal offenses and assists the Patrol Division with investigations that may require additional time or resources.  Typical investigations include robbery, aggravated assault, sexual assault, and arson.  Bangor, along with Portland and the Maine State Police, is one of only three law enforcement agencies in Maine authorized by the Maine Attorney General’s Office to investigate homicides.

CID is staffed with twelve investigators and four supervisors.  While some detectives are responsible for general investigations, others have more specific assignments such as domestic violence, the federal Violent Crimes Task Force, and the Maine Drug Enforcement Agency. Others divide their time between general investigations and providing liaison services to Bangor’s middle schools, high schools, the Shaw House (a facility for short term housing of homeless youths), Park Woods (subsidized housing), and Job Corps (a job and life skills training facility for teens and young adults). Investigators coordinate the Department’s Sex Offender Registration Program and work with the Maine Computer Crimes Task Force.  A trained polygraph operator provides services to Bangor PD and other law enforcement agencies in Maine.

Evidence Technician

The Bangor has one officer assigned to the Criminal Investigation Division as an Evidence Technician.  This officer has received extensive training in such fields as evidence collection, fingerprint recovery and identification, and photography.  In addition, several other officers have volunteered to serve on the Evidence Response Team and have received specialized training in handling and processing evidence.

Arson Investigator

One detective has received specialized training from the National Fire Academy in the investigation of suspicious fires.  The Department works closely with the Bangor Fire Department in such cases.  When arson is suspected, both departments join forces with the Office of the State Fire Marshall to obtain and document all evidence, identify suspects, and charge offenders with appropriate violations.  Arson investigations can be involved and generally require extensive personnel time and other resources.  The Department has an excellent record in these investigations, which have led to the arrest and prosecution of arson suspects.

Domestic Violence Investigator:

Recognizing that domestic violence is a crime and that it is a problem in Bangor and throughout the United States, one Detective is assigned as a Domestic Violence Investigator.   Bangor residents living in abusive relationships should immediately call the Bangor Police Department for assistance.  Those living outside of Bangor should contact their local law enforcement agency.

Once the Department is contacted regarding an incident involving domestic violence, officers will investigate it thoroughly and take appropriate action, including arresting the offender if warranted.  Any physical evidence of the violence, such as torn clothes or a broken telephone, should be kept for the police.  Other actions that the responding officers will take include:

  • obtaining medical aid for those requiring or requesting it
  • collecting evidence, including photographs, when necessary
  • interviewing all persons involved
  • explaining the criminal process
  • informing victims about advocacy groups, contact persons, and resources such as Spruce Run (an organization dedicated to serving people affected by domestic abuse), the Penobscot County Victim/Witness Advocates Office, and the Bangor Police Department’s Domestic Violence Investigator

The Domestic Violence Investigator position is a specialized assignment that is part of a coordinated community response to domestic violence. The investigator is assigned to the Criminal Investigation Division and, when it was created in 1997, was one of the first of its kind in Maine. It is the Domestic Violence Investigator’s responsibility to follow up on incidents involving domestic violence which occur within Bangor.

Emergency Services

                                       Special Response Team

Since 1989, the Department’s Special Response Team has provided a ready response to situations that were beyond the capabilities of normally trained and equipped Department personnel.  Since inception, the Special Response Team has safely handled numerous armed barricaded individuals, arrested scores of violent suspects, and assisted with many high-risk warrants.

The Special Response Team is comprised of eleven officers from all areas of the Department.  The team also includes six members of the Bangor Fire Department as Tactical Medics. 

The team has acquired specialized equipment over the years.  A SRT/EOD truck was recently purchased.  This truck transports tactical members and equipment as well as the Bomb Squad to calls for service.  The truck also houses the Remotec Robot that is used for both tactical and explosive calls. 

Crisis Negotiators

The Bangor Police Department Crisis Negotiation Team is composed of four FBI trained negotiators and a supervising Sergeant.  Negotiators can be drawn from anywhere within the Department. 

The team was originally developed to support the Special Response Team's work in resolving potentially violent situations involving hostages and barricaded individuals.  However, the team's original function has expanded to the resolution of other conflictc, mental health crises, suicide threats, and similar situations.  Since its inception, the team has proven to be invaluable in assisting other members of the Department and neighboring agencies in resolving potentially dangerous situations.

The Crisis Negotiation Team has access to a mobile Direct Link phone system that allows the Negotiators to communicate with individuals who may otherwise not be accessible.

Negotiations play an important part in today's police work by providing another tool to avoid violence and avert threats to our citizens.

 Bomb Squad

Bangor has one of the few fully equipped and trained Bomb Squads in the State.  As a result, the Department is able to respond to any potential threats in Bangor and, on request, in surrounding areas.  This highly trained five member squad operates with a full range of sophisticated modern equipment, including a robot.

The Bomb Squad is accredited by the Federal Bureau of Investigation.

Robot Team

Bangor received federal funding to purchase our REMOTEC Andros F6A robot. The Andros F6A is a multi-purpose remote controlled robot used to augment the EOD technician by performing remote reconnaissance, access, render safe, “pick up and carry away”, and disposal during extremely hazardous explosive ordnance missions.  It also assists the Special Response Team (SRT) by performing remote reconnaissance, surveillance, access, and other necessary roles.

Training-The ANDROS F6A is used at incident sites that are extremely hazardous, or at which the hazards are unknown.  As a result, we train monthly, testing our abilities and learning the limitations of the robot.  Training ranges from drills to test the fine manipulation of the mechanized arm to dragging an injured officer from the line of fire. 

Operation-The robot is operated from a remote console.  A fiber optic cable direct the robot's steering, arm control, video, Pan Disrupters, x-ray 37-mm cannon, and shotgun.   This unit can also be used to respond to chemical spills, hazardous materials work, and even exposure to radioactive materials.


The ANDROS F6A robot system has been designed with a number of safety features to protect personnel, facilities, equipment, and the robot from injury or damage due to accidents. However, the vehicle is heavy, remotely controlled, and is capable of causing damage if it is not operated properly. The operator must adhere strictly to safety precautions.


 

Dispatch

The Bangor Police Department employs 10 full time, medically certified, dispatchers who are responsible for dispatching units to emergency police and fire calls and logging those incidents in the Department’s computer system.  The dispatch center handles over 250,000 in-coming calls per year, of which 40,000 are calls requiring a police or fire unit response.  Whether these calls involve vehicle accidents, lost children, burglaries, assaults, or homicides, all receive a prompt and professional responsel.
