The City of Bangor has received grant money from the federal government through the Neighborhood Stabilization Program (NSP). The NSP was announced after the latest Housing and Economic Recovery Act in late 2008. Title III of Division B of the Act appropriated $3.92 billion for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties that would otherwise become blight on the community. Of that the state of Maine received $13,850,000 and the City of Bangor received $1,084,873 of those funds. The money provided by the grant is intended towards the purchase and redevelopment of foreclosed and/or abandoned homes. Once remodeled, these homes are an affordable option for potential buyers whose household annual income does not exceed 120% of the median income:
