1. Review of Trail Use Survey Results
The Parks and Recreation Advisory Board has been reviewing the need for an updated Trail Use Policy for all City Trails. A key aspect of the review process was the preparation and distribution of a Trail Use Survey instrument. Survey results have been prepared, and Parks and Recreation Director Willette will review the results and options available for consideration. A background memorandum is attached. Please note that a separate document containing summarized information and all responses is being provided under separate cover in your weekly packet due to its length.
2. Consideration of Dissolving the Community Advisory Group
For the past five years, the Community Advisory Group has been in place for the purpose of discussing issues relating to the City’s methadone clinics. More recently, the group has met less frequently as the clinics have become integrated into the community. Members of the CAG are suggesting that consideration be given dissolving the Group prior to the established sunset date of January 1, 2011. The Chair of the CAG, Councilor Hawes, will be present to discuss the Committee’s recommendation and a brief background memorandum is attached.
3. Council Ordinance 10-030, Amending Chapter 134, General Assistance of the Code of the City of Bangor to Provide for Staff Approval of Statutory Increases in General Assistance Amounts
Each year, the State establishes and communities must adopt maximum levels of General Assistance. Given the timing of when the revised levels are released and the City’s adoption process, it can be difficult to enact them in a timely fashion. This proposed Ordinance amendment would allow for the maximum levels to be kept current by staff at the Health and Community Services Department, and thus eliminating the annual adoption process by the City Council. A background memorandum for Assistant City Solicitor Paul Nicklas is attached. He and Shawn Yardley, Department Director, will be present to explain this proposal and to answer questions.
