The City of Bangor has a new career opportunity for a Building Inspector in the Code Enforcement Division.  This position serves as a Building, Plumbing, Property Maintenance, and Land Use/Zoning Inspector; performing building, plumbing, property maintenance, and zoning inspections to ensure compliance with applicable building, plumbing, property maintenance, zoning and land use codes and regulations.  The incumbent also performs Housing Quality Standards (HQS) inspections of residential units through the Shelter Plus Care programs as well as responds to housing and property maintenance complaints while working to find solutions.  

Some of the duties of this position include: 

  • Performs on-site inspections of residential and commercial structures and plumbing systems to ascertain compliance with applicable codes and regulations.

  • Performs on-site Housing Quality Standards inspections of rental residential properties through the Shelter Plus Care program. Completes inspection reports and provides them to program manager. Works with program manager for follow up inspections.

  • Assists in the review of building and construction plans. 

  • Works with other Division inspectors to ensure compliance as may be deemed necessary.

  • Advises and issues orders to property owners in violation of applicable codes; performs follow-up inspections to assure corrective action is achieved.

  • Initiates court actions for code violations, including posting notices of condemnation as well as preparing and presenting reports at legal hearings.

  • Receives citizen complaints by telephone, email, and in person; investigates complaints; photographs property; determines appropriate action and works for resolution of complaint.

  • Maintains records of inspections performed, approvals, citations issued, and final outcomes.

  • Ensures appropriate licensing of individuals and verifies possession of necessary permits.

An ideal candidate will possess the following: working knowledge of applicable federal, state and local regulations, codes and ordinances, as well as the ability to interpret and apply relevant codes to particular situations; working knowledge of standard practices and procedures of the construction, plumbing, and related trades equivalent to a degree or related training and experience; certification as a Code Enforcement Officer, or must be able to obtain State of Maine Code Enforcement Officer’s Certification and Rule 80K certification within 1 year of employment; ability to obtain Local Plumbing Inspector license and certification within 1 year of employment; ability to obtain Housing Quality Standards (HQS) Inspector certification within 1 year of employment; ability to understand and deliver excellent customer service; ability to communicate tactfully and effectively with property owners, tenants, and members of general public under conditions of potential conflict; ability to perform other duties as may be assigned by Division Director; ability to maintain accurate records of inspection activities and outcomes; and ability to legally operate motor vehicle or travel to job sites in designated area.
