State and Hancock Street Utility Project

September 2 update:

Eastwood Contractors Inc. will be trench paving on State Street in the area of the intersection of Hancock and Otis on Wednesday September 8th. Working hours will be from 3 am to 3pm. State Street Eastbound traffic will remain normal. A flagger will be in place to temporarily stop/shift traffic when needed. State Street Westbound traffic will be detoured up Howard Street, turning left on Garland Street, then turning left onto Fern Street. The detour will end at State Street. During the detour Otis Street will be closed, open to local traffic only.

The Northern Light Emergency Room entrance and the Northern Light Employee parking lot will remain open during the detour. Signage and a flagger will be stationed at the intersection of State and Howard to assist those users.

July 29 update: 

Eastwood Contractors Inc. will be closing State Street at Hancock Street from 6pm Friday, July 30th until Monday, August 2nd at 6am. The closure is needed to allow for the safe installation of a new manhole and sewer main in the area of the State and Hancock intersection.

State Street Eastbound traffic will be detoured up Fern Street, turning right on Garland Street, then turning right on Howard Street. State Street westbound traffic will be detoured up Howard Street, turning left on Garland Street, then turning left onto Fern Street. The detour will end at State Street.

During the detour Otis Street will be closed, open to local traffic only. Signage and flaggers will be in place to assist motorists/pedestrians.

The Northern Light Emergency Room entrance and the Northern Light main entrance on Hancock Street will remain open during the detour. The Northern Light Employee parking lot will remain open during the detour but users of that lot will need to access it from State Street westbound.

Eastwood Contractors Inc. will begin night work on State Street on Sunday, July 18th. They will be installing new water main near the intersection of State Street and Hancock Street. The work will take place from 6 PM to 6 AM, Sunday-Friday and will continue through the month of August.

While work takes place, State Street eastbound traffic will remain normal. A flagger will be in place to temporarily stop/shift traffic when needed.

State Street westbound traffic will be detoured up Howard Street, turning left on Garland Street, then turning left onto Fern Street. The detour will end at State Street. During the detour Otis Street will be closed, open to local traffic only.

During water main construction, certain portions of existing mainlines are shutdown as work progresses to allow the new main to be tied into the distribution system. When a water service interruption will be necessary to complete the work, property owners will be notified at least 48 hours in advance – either by telephone or with a notice hung on the building’s front door. Water outages will typically last between four and six hours, unless unforeseen circumstances arise. If there are extraordinary circumstances related to your building such that an outage of four to six hours or longer would cause an unmanageable hardship, please contact the District Engineer for the Bangor Water District at 207-947-4516 x 214. Neighbors may notice air or discoloration in their water following water service interruptions. This is normal and should clear after running water in the building for 20 minutes. Hancock Street Detour - starting Monday, December 28, 2020

The City of Bangor and the Bangor Water District recently awarded Eastwood Contractors Inc. of Brewer, Maine the 1.7 million dollar contract for the State and Hancock Street Utility Improvements Project. Eastwood will be constructing approximately 1,000 lf of new sewer main along Hancock Street from the intersection of State Street to East Summer Street and approximately 300 lf of new sewer main on State Street beginning at Spruce Street and ending north of the Hancock Street intersection. Eastwood will also be constructing approximately 1,245 lf of new water main, hydrants, and all appurtenances, on State Street from Howard Street to Spruce Street.

Sewer main construction on Hancock Street is scheduled to begin the week of December 28, 2020 and continue through the winter. A detour will be in place on Hancock Street during this period. Traffic heading to Hancock Street north and east bound, as well as all Northern Light Hospital traffic will be directed north up Oak Street to State Street. Traffic will also be detoured on Hancock Street at Birch Street to State Street.
