The General Assistance Caseworker for the Health and Community Services Department and is responsible for a variety of duties as related to client intake, documentation, eligibility determinations, service provision, and other duties as assigned. 

 

DUTIES:

 

Interviews prospective clients upon application and gathers pertinent information in a professional manner.

 

Makes determinations of assistance eligibility and immediate needs, issues vouchers, and documents the status of cases accurately and keeps them current.

 

Maintains accurate and current computer-based files to track client data and ensures compliance with state regulations.

 

Maintains positive working relationships and collaborates with Maine DHHS and other agencies as necessary when determining eligibility for available services.

 

Conducts research as needed and refers clients to other appropriate and available resources including, but not limited to, TANF, SNAP, Social Security, and MaineCare.

 

Responds timely and appropriately to client emergency situations including eviction and utility shut-off.  This includes an assessment of the situation(s), research and gathering of facts, communications with client and related stakeholders, and problem-solving within an often-accelerated timeframe.

 

Assists the Community Services Manager and other GA caseworkers in investigating fraud.

 

Performs other related duties as assigned by the Community Services Manager.

 

 

JOB REQUIREMENTS:

 

Bachelor’s degree in social work or related field or casework experience preferred.

 

Thorough knowledge of the scope of social work as it relates to public assistance programs.

 

Thorough knowledge of State and City General Assistance regulations and ordinances and the ability to apply such regulations to ensure compliance.

 

Ability to maintain accurate computer-based client files.

 

Ability to effectively communicate with co-workers, clients, vendors, other social service providers, and members of the general public in a professional, tactful and courteous manner, occasionally under stressful situations.

 

Ability to work effectively with clients who are challenged by mental health or substance use disorder.

 

 

RESPONSIBILITY:

 

Incumbent performs duties according to accepted practices of the social work field and department policies and procedures. He/she uses independent judgment in making decisions having direct impact upon specific individuals and/or cases.  Work is reviewed for overall soundness in judgment, general technical adequacy, and conformance with practice and policy. Unusual problems or circumstances are discussed with supervisor at the caseworker’s discretion.  Reports directly to the Community Services Manager.
