Phase I: Consent Decree Report
The report listed below, dated April 2009, is intended to capture and document Bangor’s Wastewater Collection and Treatment Program from 1987 – 2008.
The document was intended as a Final Report of the program required by Consent Decrees dated 1987 and 1991. Because of subsequent regulatory requirements, this ‘Final Report’ has in reality become a ‘Phase 1’ Report. Bangor has embarked on a Phase 2 Program which continues beyond activities described herein.
The focus of this program has been the upgrade of the Wastewater Treatment Plan from primary to secondary treatment, and the control and abatement of Combined Sewer Overflows, or CSOs.
