The City of Bangor's Community Connector operates its programs and services without regard to race, color, or national original in accordance with Title VI of the 1964 Civil Rights Act. Any person who believes that she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with our agency.

Any such complaint must be in writing and filed with this agency within 180 days following the date of the alleged discriminatory occurrence. For information on our nondiscrimination obligations or how to file a complaint, please contact Community Connector by any of the methods listed below.

Complaint Form Procedure

Title VI Complaint Form

Any person who believes they have been discriminated against on the basis of race, color, or national origin by the City of Bangor, Community Connector (hereinafter referred to as "the agency") may file a Title VI complaint by completing and submitting the agency's Title VI Complaint Form. (See link above.)

How do you file a complaint?
The form is available here on our website or you may request a copy by writing or phoning City of Bangor, Community Connector at 475 Maine Avenue, Bangor, ME 04401 or (207) 992-4670. You may file a signed, dated, and written complaint by email to community.connector@bangormaine.gov or mail it to the address above.

How will your complaint be handled?

Civil rights complaints should be filed immediately. City of Bangor Community Connector, Title VI Coordinator will investigate complaints received no more than 180 days after the alleged incident. The Community Connector, Title VI Coordinator will process complaints that are complete. Once a completed complaint is received, the Title VI Coordinator will review it City of Bangor Community Connector operates its program and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. A complainant may file a complaint directly with the Federal Transit Administration (FTA) by filing a complaint with the Office of Civil Rights, 1200 New Jersey Avenue SE, Washington, DC 20590. City of Bangor Community Connector - Title VI Program 9 to determine if Community Connector has jurisdiction. The complainant will receive an acknowledgement letter informing them whether or not the complaint will be investigated by City of Bangor Community Connector. Community Connector has 30 days to investigate the complaint. If more information is needed to resolve the case, the Title VI Coordinator may contact the complainant. The complainant has 30 business days from the date of the letter to send requested information to the Title VI Coordinator (investigator) assigned to the case. If the Title VI Coordinator (investigator) is not contacted by the complainant or does not receive the additional information within 30 business days, Community Connector can administratively close the case. A case can also be administratively closed if the complainant no longer wishes to pursue their case. After an investigation is complete, the Title VI Coordinator will issue one of two letters to the complainant, a closure letter or a letter of finding (LOF). A closure letter summarizes the results of the investigation, and states that there was not a Title VI violation and that the case is closed. A LOF summarizes the findings and advising of any corrective action to be taken as a result of the investigation. If a complainant disagrees with the Title VI Coordinator’s determination, they may request reconsideration by submitting a request in writing to City of Bangor City Manager’s Office within seven (7) days after the date of City of Bangor Community Connector letter, stating with specificity the basis for the reconsideration. The City of Bangor City Manager’s Office will notify the complainant of the decision either to accept or reject the request for reconsideration within 10 days. In cases where reconsideration is granted, the City Manager’s Office will issue a determination letter to the complainant upon completion of the reconsideration review.
