Submeter Application Information
Using Water Outside for Your Lawn or Garden
We recognize that many customers use water outside during the summer months. If the water used outside does not enter the sewer system then it is possible to receive an adjustment to your sewer bill. This type of abatement is called the Submeter Program.

General Information
- Outside water may be metered for sewer abatement. The customer is responsible for buying and installing the meter. A new meter can be purchased from a hardware or plumbing supply store at a cost of approximately $100. Customers can check local water districts; some refurbish and sell used meters for approximately $50. The measurement on the meter should read in cubic feet. Another option would be to buy a meter on the internet.
- The homeowner may install the meter or choose a plumber to install it. No permit is necessary. The meter must be installed permanently to the line feeding the outside faucet or faucets. The dial must point skyward for an accurate reading. If more than one outside spigot is utilized it is preferable that they both be measured by one submeter. If installing the meter with the dial pointed skyward creates a problem reading the meter and a mirror may be used
- It is the homeowner's responsibility to call the meter reading to Bangor WWTP quarterly to receive credit. The homeowner can phone 207-992-4475 and leave their name, address, sewer account number, and meter reading and their account will be credited.
- The meter must be inspected and registered by Bangor WWTP to receive credit. To arrange an appointment for an inspection, call WWTP at 207-992-4471.
