Meeting Participation
The City of Bangor records and broadcasts public meetings that take place in Council Chambers at City Hall, which is located at 73 Harlow St. Public meetings are available for in-person attendance in the back entrance of the Penquis building via the atrium. Doors open a half hour prior to the start of the first meeting.
Remote Public Comment Registration
For greater accessibility, most public meetings offer remote participation via Zoom. Allow your computer to install the free Zoom app to get the best meeting experience. If you have a mobile device and have not previously used Zoom, you may be asked to download the free app. On a desktop, it may take a moment to install Zoom.

On Dec. 22, 2025, the City Council amended the Remote Participation Policy to require that participants pre-register in order to provide comment via Zoom. The registration form can be found on this page as part of the Remote Public Comment Registration tab.
The City also has a Public Comment Policy updated by the City Council on Dec. 8, 2025. General public comments will be limited to three minutes per speaker. The general comment period will be for up to 60 minutes near the beginning of all Council meetings. Those who live or own property in Bangor will have the opportunity to speak first. If the general comment period exceeds 60 minutes, it will be suspended to allow the Council to conduct its business out of courtesy for those attending the meeting for a specific agenda item.
The Council Chair has the discretion to reopen the general public comment period at the conclusion of the Council business. The Chair also has the discretion to alter time limitations.
In addition to Zoom, you can also watch most meetings live via the City of Bangor's YouTube page. Closed captioning has been enabled for all meetings that are broadcast via livestream on the City's YouTube page. Closed captioning is viewable in real time, as well as on the recorded broadcasts. As with most technology, while closed captions are mostly accurate, there is always a margin of error expected, and we appreciate your patience and understanding.
In the event there is a technical issue and livestreaming through YouTube is unavailable, the meeting will be recorded and uploaded the next day. Remote participation via Zoom is still available.
To enable closed captioning while viewing recorded meetings, you will need to enable captions by clicking the CC icon in the bottom right of the video screen. (Closed captioning of meetings began April 13, 2021, and may not be viewable for meetings recorded prior to that date.)
